Mounts were an addition that came with Path of Fire originally, they only added the Raptor to the core game very recently with the Steam release. You'll have to buy the expansions (any) to get it permanently, and Path of Fire to get the rest of the mounts (you get them just by doing certain game content in Path of Fire)
